As for the "wanting to post with titles from the web UI", I imagine you know that if your post is a "Picture", you can add a title.

Other than that, there was some discussion about this, and while some were against having "note" object with a title field, there was talk about allowing a different kind of post (say "article", which is another supported type of object) with title field and more.
